SIERRA SENIORS--MEN'S GOLF LEAGUE
BYLAWS AND RULES
A. PARTICIPATING
CLUBS
Alta Sierra CC Lake of the Pines CC
Auburn CC Lake Wildwood CC
Cold Springs CC Sunset Whitney CC
B. ELIGIBILITY
1. Membership is limited to bona fide amateur
seniors of participating clubs, only. Up
to 2 guests are allowed (see F. below).
2. Minimum age is 55 years.
C. LEAGUE ORGANIZATION
1. Each member club is to be represented by one
Director and one Alternate. A Director and Alternate from each club will be
selected by its Senior's group prior to January 1st each year. The Directors
and Alternates will comprise the league Board of Directors.
2. The Board of Directors will appoint a League
Coordinator to serve for a one year term.
D. LEAGUE MANAGEMENT
1. The Directors will be responsible for the
over-all management of the league to include organization, schedule, fees,
expenditures and rules for the conduct of tournaments.
2. The League Coordinator will be responsible for
the duties of Secretary and Treasurer.
3. League treasury funds are to be used for
administrative expenses (printing, correspondence, telephone calls, etc.), the
hole-in-one reserve and other expenditures as scheduled by the Board of
Directors.
E. TOURNAMENT SCHEDULE
1. The Tournament Schedule will be prepared each
year by the Board of Directors based on the following:
a. A club may host one (1)
tournament with six (6) clubs participating.
b.
The tournaments will be held between April and November.
2. Tournaments
will be held insofar as individual club's schedules permit.
3. For
all clubs the Director of each visiting club will provide the player roster to
the host club Director or Alternate at least one (1) week prior to each
tournament and will keep the host club Director advised of any change.
4. The Director from each club is responsible for collecting the fees
from all
each of his players (including substitutes) in advance of the tournament and will
turn in all fees and a final player list to the host club Director on the day
of the Tournament.
5. If a club is rained out on their tournament date, they will
re-schedule and advise the visiting clubs of the new date.
F. TOURNAMENT
RULES
1. Each tournament will have a field of 72 players,
composed of 12 players from each of the participating clubs. If a visiting club
has less than 12 players, the host club or
other clubs may fill the vacancies as desired. Clubs may invite up to 2
guests with an established NCGA handicap index and are age 55 or older. Such substitutes and guest will be eligible
for day prizes but cannot be counted toward the club's team best net total.
2. The host club is responsible for the conduct of its tournament.
3. Foursomes are to be arranged at random, with seniors from different
clubs in each foursome. Effort should be made, however, to balance the combined
handicaps of each foursome.
4. Tournaments will be a two-best-ball foursome format.
5. The maximum handicap allowable is 36. If a player's handicap
exceeds 36, he is permitted to play but must play to a 36 handicap.
6. Each participating club shall provide a tournament roster which
shall provide each players' CURRENT INDEX number, HANDICAP and GHIN number for
the use of the host club.
7. The League Coordinator shall be eligible to play as a
representative of the host club. If this option is chosen, the League
Coordinator must so advise the host club at least fourteen (14) days in advance
of the tournament. The League Coordinator's
score will be eligible for day prizes but cannot be counted toward the club's
team best net total.
G. TOURNAMENT
PLAY
1. Carts are mandatory.
2. The "shotgun" start, for each tournament, shall be confirmed at the
annual meeting.
3. Tournament play will be in accordance with "winter rules" in all
Sierra Senior League tournaments. "Winter Rules" is defined for Seniors League
play as six (6) inch relief, tee-to- green, except in hazards.
4.
Putts of twelve (12) inches or less should be conceded and consecutive putting
should be encouraged to speed up play.
5.
SCORING:
a.
Each player must record his full, actual score on each
hole in order to maintain an accurate and equitable 10 (ten) low net scores for
each club. If a player picks up or is otherwise given an "X" on a hole, that
score cannot be used in team scoring and he will be eliminated from the ten
(10) low net score list and disqualified from the individual LOW GROSS and LOW
NET competition.
b.
The Director of each visiting club is responsible for
posting the submitted adjusted scores.
The Host club Director has the option to have the members post their own
scores.
c.
These are NOT
to be entered as "T", tournament scores.
6. SLOW PLAY: After a warning,
the local marshal or the local authority shall be empowered to direct a
foursome, who has fallen at least one hole behind, to abandon play on that hole
and proceed to the next tee. Each player shall, for posting purposes only, be
given an "X', with the maximum allowable score for that hole and be subject to
the penalties, as provided in section G.5. A.
7. Each foursome shall keep two (2) score cards, which must be
completed by each scorer and signed or initialed by each team member to attest
the accuracy of the card to be submitted to the host club tournament
committee. Only one (1) score card is to
be turned in and no changes will be allowed after the card has been submitted
a. All USGA, NCGA and local rules are to be
observed during play. Disputes on play will be decided by a rules committee
comprised of the Directors of the clubs participating in that tournament.
H.
TOURNAMENT COSTS
1. The tournament entry fee for
each player shall be determined by the host club and be established at the
first yearly Directors league meeting prior to the start of the season. This is
to provide for the League dues, cart fees, coffee and rolls, lunch, drinks,
incidental expenses and the prize fund. The League dues shall be submitted to the League Coordinator with the
tournament report and the Host Club Directors shall administer the allocation
of the remaining money.
2.
Entry
fees for host club members will be left to the discretion of the host club.
Each club is obligated to pay for a full team of 12 players in each
tournament. A pool of players from each
club shall be established to help any club fill their roster for
tournaments. Each club may submit names
with addresses and telephone numbers to the league coordinator. The league coordinator will make one list out
of these submissions and provide it to each club. A club may draw players from this pool to
fill a roster that needs to be submitted in accordance with section E.2a.and
E.2b. After the tournament roster has
been submitted, the host club may use this roster to fill late minute
cancellations but in all cases each club is obligated to pay for a full team of
12 players for each tournament. Also,
substitute player's scores will not be counted in the short team average, but
will be eligible for daily awards.
3. If
a player gets a hole-in-one during a tournament, the league treasury will
reimburse the host club for one free beer or soda to a maximum of $150 for each player with a hole in
one during the tournament in honor of the lucky shooter.
I. AWARDS
1. Golf balls will be awarded as prizes immediately following play.
a. The host committee pursuant
to the restrictions set forth in the league rules will do the allocation of the
balls.
b.
An individual player may not win more than six (6) golf
balls in one tournament.
2. Categories:
a. Team Play
1). During a tournament each
player of the team with the lowest 2 best ball score will receive three (3)
golf balls, each player of the second place team will receive two (2) golf
balls, and each player of the third place team member will receive one (1) golf
ball. Other positions can be awarded at
the discretion of the host team.
b. Individual Special Events
1). There shall be one (1) LOW GROSS winner for
each tournament club. Awarded three (3) balls, plus ties.
2). There shall be one (1) LOW NET winner for
each tournament club. Awarded of three (3) balls, plus ties.
3). Winners of each closest to the pin (normally
2 holes) will get three (3) balls, second place receives two (2) balls, and
third place receives one (1) ball.
4). A player may not win both Low Gross and Low
Net awards. Low Gross take priority.
c. The ten (10) low net scores of each
club shall be aggregated to give a club score. The club with the lowest score at the end of the year
will be awarded the Leagues Annual Trophy for the year.
J. REPORTING
1. The Director from the host club of a tournament is responsible for
submitting the tournament results report, accompanied by a check for the league
dues, to the league coordinator within three (3) days after the tournament. The
dues are $15.00 per tournament in which 4 (four) clubs participate and $30.00
per tournament in which all 8 (eight) clubs participate. The league AWARDS
report form shall be used.
2. The league coordinator will prepare and mail out to each club a
monthly report on tournament results and the financial status of the league.
